Here we will explain the procedures for converting your foreign licence.
EU/EEA Driving Licence
Individuals residing in Italy who hold an EU/EEA driving licence with no administrative validity limits or with administrative validity different from that required by 2006/126/EC must convert their licence to an Italian one within 2 years of acquiring normal residence in Italy.
A request for conversion with these discrepancies, made more than 5 years after establishing residence in Italy, will be subject to a driving test ordered by the transport authority before the Italian licence is issued.
Individuals residing in Italy who hold an EU/EEA driving licence with administrative validity limits compliant with 2006/126/EC can drive in Italy without needing to convert their licence until the licence expires.
ATTENTION: it is not possible to convert a foreign driving licence obtained by converting a licence that cannot be converted in Italy.
N.B. In case of theft or loss of the foreign driving licence, to obtain a duplicate, you must apply to the issuing authority of the licence in the foreign country.
Non-EU/EEA Driving Licence
Individuals residing in Italy who hold a non-EU/EEA driving licence must convert their licence within one year of the date of their first residence in Italy.
The conversion of a non-EU/EEA driving licence must be agreed upon between the two countries involved, Italy and the foreign country.
Applicants for the conversion of a non-EU/EEA driving licence who have been resident in Italy for more than 4 years will be required to undergo a licence review before an Italian licence is issued.

The translation of the driving licence, where required, must be carried out at the consulate/embassy of the state's diplomatic representation in Italy and must be certified at a Court by the consul.
The authenticity of the driving licence must be requested from a consular representation/embassy of the foreign state in Italy with signature legalisation or with an apostille on a document issued by the foreign state adhering to the Vienna Convention.
Documents
The documents required for driving licence conversion are:
- front/back copy of a valid identity document;
- copy of the fiscal code or health card showing the fiscal code;
- 1 passport-style photo taken no more than 6 months ago, facing forward, uncovered head, on a white background;
- double-sided copy of the foreign driving licence;
- copy of the residence permit or residence card (non-EU citizens) or the receipt for renewal or first issue of the residence permit;
- any certificate of first historical residence in Italy (to be requested from the municipality).
N.B. given the technical problems encountered in the conversion of French driving licences, a certificate of authenticity of the licence issued by the body that issued the licence or the consulate or the diplomatic representation in Italy is required.
