The agreement, therefore, came into force on Monday 3 June 2025 and will remain valid for 5 years, i.e. until 3 June 2030.
The entry into force of this new agreement annuls and replaces the previous agreement of 1991, with all the amendments and integrations that followed it.
What does the new agreement provide?
To be able to request the conversion of a Moroccan driving licence into an Italian one, the citizen holding such a licence must meet the following requirements:
- Must be resident in Italy for LESS than 6 years;
- Must not have obtained the Moroccan licence through the conversion of a licence issued by a country not convertible in Italy;

- VALID;
- made permanent BEFORE acquiring residency in Italy (categories A and B, made permanently valid before the holder acquired residency in Italy);
- complete with all holder identification details (day, month, and year of birth);
- obtained BEFORE taking up residency in Italy;
Required documents
- Valid Italian identity card;
- Health card;
- Valid residence permit or renewal receipts;
- 1 passport-sized photo;
- Historical residence certificate issued by the municipality of first residence in Italy, attesting the date of first residence;
- Moroccan driving licence.
Is a sworn translation of the driving licence required?
No, it will only be requested if the UMC (Motor Vehicle Office) deems it necessary.
A sworn translation means a full translation of the foreign driving licence into Italian, which must be certified as conforming to the foreign text. A sworn translation can be obtained from:
- the diplomatic-consular representation in Italy of the country that issued the driving document;
- an official translator or interpreter who swears before a civil status official in Italy (usually a Court Clerk) that the translation conforms to the foreign text.
Is it necessary to have the driving licence authenticated by the Verona consulate?
Yes, you must present the authenticity of the Moroccan driving licence issued by the
Consulate of Verona, with the consular signature authenticated at the Prefecture;
◦ the Consulate of Verona advises: “the certificate of authenticity is issued by the
licensing authority that issued the licence, we only issue a certificate in Italian
based on the one in French presented by the applicants. Given the
timeframe, it is preferable for applicants to request it through relatives back in
Morocco, it takes less time and once they have it, they can come to the
Consulate to have it translated into Italian”;
